It's a pod used for air-to-air refuelling. A hose can be wound out from the pod, with a drogue or 'basket' on the end, for use by other aircraft equipped with a refuelling probe.

It's an aerial refueling pod. In it is a hose reel with a drogue (basket) on the end of it. The hose is extended out to meet the aircraft receiving fuel. The drogue meets up with the refueling probe on the receiver.

Is this a commercial, passenger carrying airline? If so, why would they need to refuel other airplanes in flight? My first guess was that it is some kind of stormscope radar.

Spanish Air Force. That's what it says on the enlarged photo. And agreed, it's an AR hose fairing.
