SUBJECT: October 2001 Civil Reserve Air Fleet (CRAF) Allocations

The September 2001 CRAF allocation issued November 16, 2001 is hereby amended. The distribution reflected in this letter, covering October 2001, brings the CRAF allocations up-to-date. Total allocations by segment are listed in Enclosure 1. Enclosure 2 lists the current aircraft allocated to the CRAF Program, by carrier and tail number.
The above allocations are authorized in conformance with the Defense Production Act of 1950 (DPA), as amended (50 U.S.C., App. 2061, et seq.).

The above allocations are authorized in conformance with the Defense Production Act of 1950 (DPA), as amended (50 U.S.C., App. 2061, et seq.).
As a reminder, the following extract from the Code of Federal Regulations (49 CFR 93) is quoted in its entirety for the information and guidance of all concerned. Attention is particularly invited to the reporting requirements of Section 93.3.

Sec. 93.1 Issuance of aircraft allocations

From time to time, the Director, Office of Emergency Transportation, issues planning orders allocating aircraft to the Department of Defense, identified by FAA registration number, for the Civil Reserve Air Fleet Program, or as a reserve fleet for use in certain contingencies in the Civil Reserve Air Fleet Program of the Department of Defense. The current listing of aircraft allocations may be obtained upon request from the Director, Office of Emergency Transportation, Department of Transportation, Washington, D.C. 20590.

Sec. 93.3 Reporting requirements

In the event any aircraft identified in the allocations in effect--


(a) Is destroyed or suffers major damage the owner or operator, or both, shall give immediate notice thereof to the Director, Office of Emergency Transportation; or
(b) Is sold, leased, or otherwise transferred, the transferor or owner, or both, shall give immediate notice thereof to the Director, Office of Emergency Transportation, together with full information concerning the identity of the transferee, the date and place of transfer, and the terms and conditions of the transfer."

The Civil Reserve Air Fleet is a bunch of designated airliners (pax and freighters) that can be called on by the US department of defence, if necessary, to suppliment the fleets of the armed forces, to deal with airlift needed in times of emergency, etc. The airlines who participate in the program make the airplanes available if needed by the services.
