The same type of structure is also present at Ezeiza airport in Buenos Aires. American Airlines has its own ground operations equipment (tractors, loaders) so it is an operations unit. Perhaps this is the same for Panama.

they used to fly 2 A300 flights and a 727 flight, untill COPA presured the goverment to make AA use smaller planes, COPA has a 737-700 fleet. AA has their own airport services and a hole section of the airport is for them and their partners. It is not a cargo building, the cargo section of the airport is on the other side next to the old runway 3L. AA is the second 3rd largest operator in panama COPA 1 Continental 2
