The DOT consumer report is not the 10 best performing airlines its the 10 airlines that are considered major carriers. The DOT only tracks the 10 major airlines for reporting purposes. The DOT should track the performance of all US carriers and not just the 10 majors.

On the DOT's website here is the list of airlines that report to the DOT. Other then Aloha who volunteer to report data, only the majors report.
