Although I never been there, Airliners Magazine or Airways Magazine I can't remember which did an artical on BWI a couple years back. They have an actual building for spotting which has a restaurant, museum and observation area. I hear it is supposed to be really good.

There is an excellent observation gallery between B and C concourses (You don't have to go through security). It is directly below the control tower, so it's a pretty good view. If you prefer outdoors, there is a designated viewing area along Dorsey Road/route 176 that is below the approach for the main runway.
