Out of curiousity, does anyone know if the ICAO is responsible for ETOPS regulations and rules? I'm doing an assignment on them at the moment and need to know.

Also, has ETOPS been extended to the 207 minute rule yet? I remeber reading about it but never heard if it was implemented or not. I'd assume this would only be for a few particular aircraft, namely, the 777.

Any help would be much appreciated.
