What does CX get out of the relationship with CI?
I read that on routes between T'aiwan and Hong Kong,
the passenger tickets are interchangeable between the two
airlines. (for example, you can fly on CX from TPE to HKG, using a CI ticket... and vice versa)

It's way to keep CI and CX to dominate the HKG-TPE and TPE-HKG market. Try to think if you buy either airlines' ticket, you are free to choose 80% of the flight betweens 2 cities freely, it's benefit to passengers, and more passenger means more revenue to both CI and CX, that's it.
