Right after the blue line goes around the nose, it is shifted upward a little bit. Do you see it?

The Radar Dome that covers the nose is often taken off and replaced for servicing the radar assembly inside. If the lines are not lined up exactly, it will appear skewed, as shown in the photo.

The painter's weren't drinking, I can assure you that!

Further to what Squigee said, it is obvious that the radome on that plane is coming from another aircraft. Radomes, like other components, are interchangeable. This particular one was spray painted on another airframe, that's all.
