Plans For A Third Runway At Lga?

OK, so I have an old Hagstrom Map and its about 9 years old. A good laminated map of Long Island.

for the airports, its shows the runways and for some weird reason, its has LGA with one runway4-21 nad TWO 31-13 runways.

So were there ever plans for a third runway? One of my felow anets suggested it was a taxiway.

Long time no see! I didn't know if there was ever a third runway at La Guardia. I'm assuming that was a taxiway. There's isn't a whole lot of room to fit another runway with the space they have, nor to to build one!

I think, as I said to Mirrodie in person, that I believe taxiway Bravo alongside of Runway 13/31 is very wide, and maybe mistaken for a second runway.

But what if there WERE plans for a third runway? A double runway at LGA would be stupid, wouldn't it? there is enough traffic in the air over NYC to have to deal with double runways.

I just don't see the need for it.

I doubt the taxiway would be mistaken for a runway.. they're way too close.. if someone did mistake them, then they should be fired, because that's about the least common sense I've seen...
Frankly, I do not see how LGA can afford another runway. Sure it can be done, but it would cost way too much, and the amount of traffic around the airport all scattered would be too much to handle IMO (deps. and arrivals on 2 parallel RWYS., I dunno). It would cost the city way too much money too to fill in the little bit of water remaining with dirt, solidify it etc...
