I would say Lufthansa or the alliance within the alliance of Lufthansa, SAS and Singapore Airlines. Those three airlines has also founded a cargo alliance which include Japan Airlines.

None of the carriers in the Star is the "boss" - its an alliance, rather than a disctatorship.
However, its fair to say that some of the carriers have more influence in large strategic issues than others - LH, SQ, and UA (in alphabetical order!) are the players that carry the most weight.

But overall I do agree, that all members do have one vote if decisions are coming up, but LH certainly has woven its own network inside Star Alliance to be able to control or let's say influence a good number of votes.
