No none to Canada. Vancouver has been thrown around as a possibility, but I think it's probably at least 5 years away, if not more. Horizon, Air Canada????? I think the flights from Canada to SJC will be restored first, in terms of California destinations.

The latter service would not necessarily come from a foreign carrier. "We think it's important to have foreign-flag carriers such as Air Canada, which serves Vancouver," he said. "But we're not ruling out a domestic carrier such as Alaska Airlines or Horizon Air," two airlines that already serve Sacramento."

Sacramento is the perfect airport to use CRJ-700's, or small aircraft as such for flights to Canada. I am honestly very surprised that Horizon hasn't started flights already...maybe when they receive more CRJ-700's?
Delta was supposed to start SMF-JFK flights I believe last Christmas, maybe this year...but that was axed soon after the 11th, as was the daily UA A319/A320 to IAD.
There was also some talk about an upstart airline flying with I believe CRJ-700's or CRJ-900's (Maybe EMB-190/ 728Jet?...not sure) from Sacramento to points throughout the country, including flights to New York, Washington DC, Miami, etc. Even talk about 737-700 flights from SMF through New York and Washington DC to London and Paris, respectively.

When I was there on Monday, there was a Hawaiian 767-300 departing for HNL. That's not international, but it's certainly long distance... and a kinda... prestigious route I would think for little SMF.
Incidentally, the terminal American operates out of is not real nice. It's better than the old terminals at IAH, but it's small (which is fine) yet unrefined and only one place to buy food... you can see the planes well, though, so that's a plus.
