i flew with them alot of times and i don't think they can really afford it. most of the Croatians that travel often and can go to other airports (like Ferihegy in Budapest) use other airlines because Croatia Airlines is much more expensive than, for example Malev. I pay 170 pounds return ticket from Budapest to London Heathrow and the ticket from Zagreb to LHR would cost me 300 pounds.
N.B. This is a Croatian friend of mine's opinion on the question!!
