I don't think this will be like the Wedgetail. The RAAF was the first customer for Wedgetail, and absorbed most of the developement costs. In the case of the P-8 program the USN is the launch customer.

Haven't seen any direct indication regarding P-8 but there have been statements regarding the integration of a new ASW platform.
Not sure what other real alternatives there might be.(how many times can you warm over the P-3?)
