Is it the J-10 or F-10? I forget, but in any event, how capable are these jets supposed to be? My initial guess without specific knowledge would be that it's the standard deal of possibly a bit better than our F-16C and F-15C in certain situations but no match for a Raptor.

I've read several different sources that have indicated the J-10 is comparable to the F-16. The below link is a good source of information on the plane. Although it was intended to be a completely indigenous project, the Chinese could only pull it off with help from the Israelis and the Russians.
Correct. More Chinese avionics and systems, plus an increase in the use of composites and improvements in the radar cross section. Also being fitted with locally designed weapons over Russian ones.

Yeah, it's pretty bad PR when fighter jets get returned for a refund.
