Maybe it was there for some maintenance work? Delta TechOps does have contracts with the USAF and the USN involving their C-40s (73Gs), so perhaps them doing something on a C-32 is not out of the realm of possibilities.

Do these 757's have additional fuel capacity to increase range?
Wouldn't a 767/787 sized aircraft be better suited to for the long range missions of the govt officials?
