There is a TFR out for Thursday afternoon over Chicago, carrying the standard Secret Service verbiage. Presumably a visit from POTUS, and the C-17 was bringing in equipment (limos, etc) for the visit.

Rahm Emanuel's moving truck. The military can use most any airport it wants too. I can't think of any restrictions in the US that prohibit military flights.

There use to be an Illinois Air National Guard squadron that had KC-135's based at ORD. I'm not sure whether they're still there, but I assume so?
