There are a couple secured ramps on the HNL side of the airport which can be used for US government / DOD aircraft when parking on the HIK ramps is not available.
Sometimes the US govt aircraft use the HNL ramps because they get the same parking spots all the time, while at HIK they would be transient aircraft and park at different locations.
Which aircraft are you seeing? The Kwajalein support aircraft, or the ALTB?

There are no restricted access ramp areas on the HNL side. All the hard stands have access roads that everyone needs to drive through to reach other areas of the airport or common use facilities.
If you are talking about the ramp area by the golf course, that is still part of HIK.
