I think they are a great idea!
They would have to be kept very secure however as otherwise terrorists could get hold of them and use them against troops etc.

Radar controlled laser would have a better chance.
No bigger than a mortar. They have/had laser guided mortars, but this thing can loiter and you don't need a spotter to bracket your target like you would with a mortar.
You might be able to program the system with real time security code/satellite tracking so "lost" weapon could be disabled.
