747 Parked At Patrick AFB

Driving by Patrick AFB recently, I noticed a 747 parked on a tarmac area visible from the main road. The 747 said "United States of America" and had some visible modifications like some sort of dome added to the top. What is this aircraft used for and what are those modifications? Thanks in advance.
