Is there a website for checking to seen what serial numbers are currently in storage? How current is it if there is one?

Not sure what the update frequency is, but this is probably the best source available.

I'd venture that it's updated fairly frequently judging by this page:

If they're listing individual movements by month, it probably is updated for every move individually.
