USN Grounds 4 Carrier Air Wings [sequestration]

According to the Navy Times this morning, four Carrier Air Wings are to be grounded to due to sequestration. The Navy expects these moves, and others (cancelling deployments, e.g.) to save $10 billion.

To be grounded are:

CAW 2, Ronald Reagan Carrier Strike Group
CAW 7, Dwight D. Eisenhower CSG
CAW 9, John C. Stennis CSG
CAW 17, Carl R. Vinson CSG

Additionally, two CAWs will be reduced to bare-minimum tactical readiness.

CAW 1, Theodore Roosevelt CSG
CAW 11, Chester Nimitz CSG

What does this mean in practice?

Is the US Navy now reduced to having four active carriers, and two active reserves? And for how long is this reduction expected to last?

Both the USN and USAF have moved quickly to implement severe cost cuts...I wonder will this create any political movement in DC to get a deal done?

I am guessing that this will significantly reduce practice time for the two CAWs being reduced to minimum tactical readiness. The CAWs that are grounded are in deep trouble. The article, I think, states that to get the CAWs to full readiness will take a year.
