Correct, ultimately the ROKAF will end up with EITHER the F-15SE or the F-35A, but not both.

The selection of the F-35 over Boeing’s F-15SE and Eurofighter’s Typhoon had been widely expected, with sources indicating in November that the F-35 had been selected to replace South Korea’s older F-4 and F-5 fighter fleet.
The fighter selection is the first part of a massive recapitalization effort underway by the Republic of Korea Air Force. The service is also aiming to award a contract on a new tanker before the end of the year, and also expects to begin development on its own indigenous fighter design.

The South Korean Air Force currently operates 60 F-15K Slam Eagles acquired from U.S. aerospace contractor Boeing through two deals in 2002 and 2008. It received the last jet in 2012.
It should be noted that only 10 Tiger Eye sensors were purchased and installed, and these are the only Tiger Eye sensors in existence, and South Korea has had trouble maintaining them. South Korea has instead equipped the rest of the F-15K fleet with the Sniper ATP pod.
Also noted is that Boeing is requesting an increase in support costs for the E-737 once the current support contract expires (up to $270 million USD), which is double what the government is expecting.
This is a common problem with programs with long development or long life. Even the new P-8 is seeing life limitted hardware (circuit cards etc.). You start a program with tried and true technology. Then you hace to spend more money to incorporate new hardware when the suppliers no longer make or support the parts you need.

"The 10-man team will visit the company's plant in Fort Worth, Texas Monday for a two-week test-flight," said an official of the Defense Acquisition Program Administration (DAPA).
"We will mainly check to see if anything has changed since the 2012 test-flight."
He added that there will be a performance test on the runway at the plant as well.
Korea decided to buy the "fifth-generation" low-observable aircraft in November to replace its aging F-4s and F-5s in its fighter requirement program, better known as the "F-X III competition."
However, like the 2012 test-flight, they will not be able to fly the stealth jet because they did not gain approval from the U.S. government and instead, the test will be carried out by a simulator and a chase plane.
"As the F-35 is a single-seat aircraft, a pilot needs to take a six-month course to fly it alone," the official said. "There is no country to test-fly the F-35 firsthand."
While the competition was underway, critics said that it was nonsense to decide on the expensive aircraft while only depending on a simulation test.
However, the Bethesda, Md. -based Lockheed Martin claims that the F-35 simulator enables pilots to practice all of the missions and all of the tasks.
"It is more realistic and is one of the only simulators where you can actually perform all of the missions of the airplane in the simulator," Art Tomassetti, program manager for the Marine Corps F-35 version, said in March.
Along with the Air Force contingent, negotiators from DAPA will also visit the United States during the same period and talk with U.S. government officials about the procurement price and offset program.
