The video looks very much like Base Marambio - the Argentine station on an island near the end of the Plamer Land peninsula of Antarctica. I've seen other videos and pictures from that airport/ base. A low runway flyover to look for debris is normal on such strips.

I would image a look for debris could be carried out by ground personnel, I imagine the crew is to busy not going into the ground instead of looking for debris on the runway.

Sometimes a plane lands at such bases when there are no personnel on the ground.
It is just a good practice in bush flying to get a close look at the runway before landing if possible. At some mountainous airports pilots have to commit to landing before they can see the runway with no chance of a go around.
