POK Attack - Possibility Without Crossing LOC

I dont think the IAF can do that without provoking a full fledged war. If you see the location of the terrorist camps from maps, they are all located deep within POK. A pre-emptory strike would almost certainly elicit a response from Pakistan and the trigger of full scale hostilities.

It will take time and there will be a huge and determined effort against it by vested interests, but I think PM Manmohan Singh's approach makes sense, economic development as a means of strategic warfare!

Yes it is , you do not need to cross the LOC at all to be able to attack any targets beyond the LOC. But as Vimanav has already stated, any attacks of this nature would lead to a full fledged war in no time.
