Latvian Greeting Of Air Force One

Last week, as President Bush and the First Lady arrived in Latvia, the president of Latvia went aboard AF1 to greet the Bush's and then proceed down the air stairs with them. Is this a traditional Latvian airport arrival procedure? If not, then why?

Just curious.
