After major combat operations in OIF ended, there were several articles in magazines talking about how the Air Force wanted to expand the F-15C's role in to the Air to Ground theater. What is the current status of this program?

To the best of my knowledge, non-existent. Thats what the "dark-gray killing machines" (F-15Es) were built for.  Wink

There was some table top discussion of giving them a JDAM capability, but it never went past that.
