Any idea what they story is with these / why they're here? Also, does this smaller base/runway that they're at (which is attached to the main base) have a seperate name and purpose?

I'm sure Edwards has an Aero Club with C172s and folks who own GA aircraft. Heck, even a small base like RIV has an Aero Club with 5-10 C172s with US Air Force painted down the sides and a dozen or so other GA aircraft.

Could also be Civil Air Patrol, or possibly impounded (seized) aircraft from drug busts...

As one person already pointed out, its probably their aero club. The other aircraft are usually reserved for incoming aviation students to do their IFT programs through base instructor, instead of contracting civilian ones.
Most bases have small fleets of GA aircraft. Try Eglin AFB, Barksdale AFB, etc.

It looks as though they may be preparing for an airshow. There is a variety of aircraft for static display, including a DC-3 (C-47), the crowd control barriers are erected, and chalet tents set up on the flight line.
