Well, let me put it to you this way:
the airplanes have to be repainted periodically anyway;
this is only on the vertical stab, so it's not a big paintjob really;
special colour schemes can have a positive effect on morale (something that is in short supply in our military), and;
the technician gets paid the same whether he paints the airplane or sits in the canteen playing cards, so you may as well put him to work.

Well, it is a little more detailed than that for the vertical stabilizers. Once you paint that rudder, it has to be rebalanced. That can be very time consuming. But, everything else you said is correct.
