It's just an unbuilt design, though, like there are so many in the drawers of manufacturers in all countries. Like people tried to explain to you in the other thread, there was little reason really to produce a direct counterpart to the C-17, and with the dire economic situation in Russia in the 1990s, it's even less surprising that it never came even close to being built.

This old article described the conditions obtaining at the time (with a passing mention of the Il-106) which made for a very unfavorable manufacturing environment.....
