How many astronauts are kept on the ISS and when will it be totally complete because i thought that it was only half finished? If i am wrong, feel free to correct me.

Currently, three. During the Shuttle standdown in 2003-2006, the crew was reduced to two to improve the supply/consumable requirements. ISS returned to crew of three last summer.
The crew will increase to six after the arrival of Node 3 (which will house additional life support and sleeping bunks) in 2010.

A few notes:
The schedule for Progress/Soyuz after next year has not been fixed. Nor has the plan to increase to two Soyuz at ISS at all times to support crew of six after Assembly Complete in 2010.
ESA has not released a schedule for ATV flights beyond ATV-1 (which on Friday was delayed from Nov 07 to Jan 08) but the contract calls for one flight annually.
HTV (Japan's H-II Transfer Vehicle) and Russia's MLM had been in flux for many years. How likely their schedules are to hold is very unclear. MLM must be in place before Node 3 arrival due to clearance issues.
Expect several Shuttle launch dates to change, to deconflict with Soyuz flights every April and October. Soyuz dates are fixed by a maximum 200-day on-orbit lifetime.
