Once again, Science Fiction has served as the brainstorming tool to stimulate research. A 1936 Science Fiction story, The Scarab, foresaw such a device.

But, like ray guns (previous post) the major holdup is POWER. We've yet to perfect the transmission of power through air (something envisioned way back in the Twenties), batteries are still too big and heavy, solar and motion generators have serious limitations, and tiny nuclear power plants are neither practical nor deemed safe.

Manipulating flying creatures (which already have flying down pat after centuries of evolution) to accomplish military objectives is a powerful concept, which would be great for us good guys to have, but terrifying in the hands of terrorists. Remember the Bat Bomb developed in WWII (as covered in this Murdoc post)? That technology is workable and well documented. The bats could carry other things than fire starters.

Fascinating and Terrifying at the same exact time. It would be a perfect weapon with which to carry out untraceable assassinations (if a bunch of political dissidents start dying mysteriously, I guess we'll know the cause was now)

Spy Flies are like Advantix film...a good idea, but a generation behind.

I heard of an idea where they wanted to graft microchips and other computerized devices into a developing insect type creature so that it's nervous system would be wired around the stuff so it would grow with the ability to use the digital add-ons...

This doesn't sound like a crazy idea actually, which is quite a disturbing thought...

...Especially if this is ever done to humans. If a human brain was developed around a chip like that, chances are it could never be removed because the brain would have developed neural pathways around it. Especially depending on the purpose of that chip...

Hardly a "perfect weapon" for assinations. There are a myriad of other ways to carry those out without the requirement for bleeding-edge technologies. Poisons and bombs come to mind, as do snipers. All of which are cheaper, easier, and allow the individuals controlling the event to be far away or even long gone when the dirty deed is done.

But I definitely see a use for these super bugs in an urban warfare setting. Give a few of the pests to some grunts on the ground floor of a building and have them "sweep" the other floors and identify and terminate any enemies hiding within.
