A mess if ever there was one and it deserves to die. Come back with something without the 50 knot requirement and you may get something useful and affordable. Come now we are not talking capital ships here.
I would not worry about the last three. In fact F-22 and MV-22 are pretty much already developed. It will be far less expensive to keep buying them than to kill them and start over again.
How about this one. Kill the F-35A and F-35B. Fund more F-22s and fund all F-35Cs. The B model has a limited market/need and is what drives up cost and constrains the design and the A model is redundant. You may as well get one with a bigger wing, more range and more potential (external) payload.
For now, drop the new tanker acquisition and fund KC-135 rebuilds. Fully fund/revive CRAF, buy more C-17s.
