I'm spending two months in Santiago in June and July. Hopefully, I'll have a few weekends to travel. I have two questions about traveling to Argentina (most likely Buenos Aires):

1) I saw that you need an authorized note from both parents if you're under 21 and traveling alone. I won't quite be 21 and my parents will still be in the US. Is this going to be a problem? I've never had this problem before, so I think that I misread the notice in my quick scan of the Spanish.

2) Has the $132 fee been implemented? If I take the bus to Mendoza from Santiago, would I still have to pay this fee?

I went to Argentina last summer (Bs.As.) I'm under 21. No problems whatsoever. Get off the plane, stamp passport, and you're through!

AFAIK this is a requirement only for Argentina Citizend and/or residents. In that case yes, you need an authorisation to get out of the country (not to get in, there you will have no problem). Just in case, I would contact the nearest Argentinian Consulate. If there's not one near where you live, you'll for sure have one in Santiago.
And if you're planning to go to Brazil, then you need a Visa being a US citizen.

About the fee, I believe there is one for US citizens entering Chile, but I don't know if it's implemented in land borders as well.

I already know about the $131 to enter Chile. I don't think the fee has been implemented in Argentina from what I've read and heard.

Unfortunately, I won't have time to make it to Brazil... I'll save Brazil for a longer trek through South America.

That makes more sense. I'm not an Argentina citizen, so I shouldn't have any problems.

Honestly I don't know if they implemented this but I do remember reading about it a few months ago. I haven't heard anyone complain about paying, and I do have constant contact with US tourists, but I can't be 100% sure.

Yes it has been, but its only applied at Airports. Canadian and US citizens have to pay USD 131 upon entering the country.
