If you jump down from 400m it'll take you about 10.5 s to reach the ground even without a parachute. Base jumpers jump from 100m I guess.

They have. When the Petronas towers were opened in KL they jumped from there as part of the ceremony.
The Petronas towers are higher than the WTC used to be.

But it takes a lot of training (and guts I'd guess) to do. Just giving people in a highrise building parachutes will not help them (even putting aside other things like the number of people and the difficulty of getting windows that cannot open to open).

In case of a emergency getting rid of a window isn't the biggest problem. If it were, there wouldn't have been people jumping of the WTC. And these people did it without a chute.

I remember that base jumpers jumped from thirty-story building in Zagreb - they said it is the minimum altitude you can jump from in order to get your parachute deploy before hitting the ground

in this case the glass was gone from the blast. In most emergencies that would not be the case (fire for example), look at the AMEX building for example.
Opening the windows in a building on fire is very bad, as it can cause the fire to explode out of control.
