You know when you encounter a error when using a program in Windows XP, then you get that promt to send a error report? Does anything actually happen when you send one of those reports?

Yes, it does send it.

Now, when the db gets an error that has already been reported and that a solution to it has been found - it takes to a page that explains the causes and solutions to the problem

I've had reports "sent" when I've not even been online, so unless they're queued somewhere until contact has been restored.....

Rarely. The normal response for ANYTHING relating to Internet Explorer is to just send you to a default page about troubleshooting IE, even though it has nothing to do with that page.

Unfortunately, Microsoft doesn't provide enough solutions quick enough to solve these problems.

Indeed, is rare. They don't really update too much. You can also turn off Error Reporting if you want from the system properties.
