I have an LG VX9800 cell phone with, supposedly, a 1.3 megapixel camera in it. II am getting shitty picture quality with this camera, worse than with my old Sony Ericsson Z500 phone.
I know I'm neglecting something important in the taking of good pics. Can anyone give me pointers on this?

I've got a Motorola V710 with camera and video. I love it but it takes some tinkering to get good photos (relatively speaking), especially indoor one's.
I find that taking the camera out of AUTO and manually selecting the lighting conditions helps immensely, especially indoor shots. The V710 has a horrible flash (it doesn't actually flash) so I compensate by selecting the lighting conditions in the picture setup menu from AUTO to DARK and skip INDOOR (Home) setting. If putting it DARK makes the picture too light, I then adjust the brightness setting. You can also adjust the contrast. Don't forget it has a zoom feature too. Also, don't forget, the camera might have a RESOLUTION setting.
I find sometimes that acceptable indoor color shots aren't to be. Your camera might have a COLOR - B/W - ANTIQUE - NEGATIVE feature. Try shooting the picture in black and white. I've done this and the pictures come out much better. Good luck fiddling around.

I have a LG VX9800 too, and yes the picture quality sucks because its a 1.3mp on a phone. Don't expect any great pictures. Your first clue is that even at a full 1.3mp, the file size is less than 200kb per picture which means its being compressed quite a bit which also degrades quality. An uncompressed 1.3mp picture should be closer to 800-1mb in size. Interesting thing I found though is picture quality is generally better when you take the picture using the main screen with the phone open as opposed to when you take it on the front screen with it closed.
Other than bad pictures (true of probably any and all cell phone cameras), how are you liking the VX9800? I love it myself.

What I don't like about the Motorola is the large amount of wasted space with predefined animation and pictures. I can't delete it, is their something I can do that I'm not aware?

I just thought of something. Are your pictures crappy on the screen viewing only? Or have you transferred them to your pc from the phone with a mini SD card. I have it set so the camera saves all the pics I take to my 1gb mini SD card in the phone and when I transfer and view them on the computer the quality is better, but still not the greatest overall.
