It's 70 from about Issaquah to Spokane except through Snoqualime pass. Most do at least 75 and some faster. I don't like to push it...I do no more than 75...it's about a 4 hour drive. It's two lanes each way, no towns you have to slow down for, and no normal areas where the cops hang out I know of. It's about 280 miles.
If your not in a hurry....take US 2 through Monroe, Leavenworth, Wenatchee, Waterville, Warden, and Davenport. It takes at least an hour longer but it's more interesting...especially the first half.
I grew up in Wenatchee and live near Spokane...so you are talking about my back yard.

The 747's you are talking about in Moses Hole are actually from a training base that JAL operates there. Strange too see a 747 doing closed pattern work and touch and goes, but happens all the time there. Have lunch at Texas Johns if you do stop in Moses Lake

I have driven this strech many, many, many times.
WATCH OUT when you're coming down the hill to cross the Columbia River (coming into Vantage)... there are many curves and the Washington State Patrol likes to hide out and flag you to the shoulder... we got busted there last time going 10-15 over.
Like Don said, try US2 if you're not in a hurry-- its really senic. Also, Highway 410 is a great senic route around Mt Rainier... it hooks up with I-82 near I-90.
