If she's genuinely nice, simply start with being friendly and smiling. I've often heard that the truly hot ones are actually often lonely since so many guys consider them untouchable or unattainable so they don't even try.

Well, there's probably not much you can do for your friend. Having third persons involved in dating/romantic relationships is terrible, no offence meant to you. Just try giving him some good advice and tell him to ask her out, it can never hurt to try. She's taller than him, though, right? Doesn't he feel... strange about that?
