If that's the case, then it raises more questions then it answered. Why was he allowed to get anywhere near the border of the exhibit????? Why wasn't there adequate supervision?!?!

Once you see the zoos down that part of the world you'll see it wouldn't have been too difficult to get in. It's pleasing to see the cogs of the natural world/natural selection in action. That should be all the reason for the event happening that we need.

Mammoths are extinct. Had they had a Mammoth on exhibit instead of an elephant, this wouldn't have happened. Since Mammoths are extinct, there wouldn't have been a Mammoth inside the Mammoth display, so the kid would be fine.

The zoo was in Paraguay, and I suspect it didn't have the same sort of safety measures that you'd see at a similar facility in the (heavily regulated and lawsuit-happy) United States.
People don't think of elephants as intrinsically dangerous, the way they would think of lions or bears, for example.
