In all seriousness, I would literally just call the cops. In the US I wouldn't dare get out of the car but if I was somewhere more civilised I might just get out and try to mitigate the situation, as I am sure other observers would do.
By the way, that video was taken in Las Vegas. Look at the casino thing underneath the general store and if you look carefully you can make out the Stratosphere in the background. But that clip really reminded me of LA.
Incidentally - how would the owner of the car claim insurance damage for that? Surely he'd need eyewitnesses?

The driver of the vehicle did exactly the right thing. Stay in your vehicle and drive away. Bashed in cars can be repaired. Bashed in heads....maybe not.
