That's a photoshop (A crappy one at that) done by a member of the Stern Fan Network, which is the dominant web forum for Howard Stern fans. It popped up when someone on the site started a thread asking if Howard had a private jet.

Because it was done in Paint, not even Photoshop, and I felt that the thread starter was actually serious, trying to pass it off as real. And that, to me at least, was pretty damn amusing. It wasn't the picture, it was the pathetic attempt at an edit that made me laugh.
