Animals Speaking English?

I thought of this last night. Parrots can do it, and it would seem that their brain is not very large compared to their body size. I heard that they were teaching a monkey, and that is acceptable. What other animals besides humans have been known or do/did speak English or other languages?

Parrots can't combine words and state them knowing their meaning, they just say what they hear...like a tape recorder. Its all just noise to them.

I remember seeing one of those stupid "wow, I can't believe it can happen" type shows, where they had a dog that would say something like cart or something else that sounded sort of like 'arf.' It was pretty stupid. And I wonder how many snacks it took for the dog to learn.
