Probably the old perverted neighbor:

"I got a tip for you right in my pocket....but my arthritis....why don't you reach on in there and fish it out?"

Brian's also up there, especially when he lets his racist views slip out...

And Quagmire, of course.

But one of my favorite all-time lines was spoken by Chris:

"I'm so hungry, I could ride a horse! I don't get it. I could ride it to the store, I guess."

The dog has a name, you heathen! (It's Brian, and remember, one cross each.)

Brian, followed by Stewie. But my favorite scene/quote from Family Guy always will be where he's trying to frame Peter by putting lipstick on his collar, then looks at himself in the mirror:

Quote:
Well, I say, look at you there. You're a filthy girl, aren't you? Yes. You're looking for a bad time. That's what you're after. You're a dirty flirt. You want it bad. You don't care where you get it because you have no self-respect and that gets you off, doesn't it?

I'll be the first to say Meg. She is the target of many jokes and seems to be the unwanted child of the family. I always find myself laughing my ass off whenever Meg gets portrayed as such an outcast. I love it.
