NBC needs to take a risk here and do one of two or three things. Find someone who is a rising star in stand-up, and who is a good comedy writer, and who has good stage presence. I am sure there are plenty of possible candidates out there. And NBC could pay them less than an already established "star." Certainly 15 years ago Conan was a big risk. He wasn't a star and had limited amounts of air time. But he ultimately was able to make the show his own.
Or NBC needs to pony up the money and get Jon Stewart. A Jon Stewart Late Night would be a very different show than a Conan O'Brien Late Night. But it is something I would want to watch.

I heard Robert Smigel's name was thrown around about the time Leno said he was retiring. Smigel's the guy who does the TV Funhouse cartoons on SNL, and was one of the main writers for Conan's show (including the Triumph the Insult Comic Dog character). I'd rather have him than the other two schmucks.
Him and fricken Horatio Sans or whatever his last name is.... Are both horrible actors. Neither of them could make it through a damn skip on SNL without dying of laughter. As such, they had to make half their skits revolve around being drunk, or stoned, so they'd have an excuse to laugh.
Family Guy did it best, when they had Peter go and beat the shit out of Fallon for embarassing Meg...And laughing at his own jokes on SNL.
