I think the illegal part which warrants the use of the word "caught" is that he was being paid for a sexual performance. Not that it was gay sex. The title is somewhat misleading IMHO.

For the record, this guy wasn't prostituting himself, he was offering a blowjob. Aka. he wanted to perform oral sex on someone, and offered to pay the police officer $20. As for straight lawmakers paying people for sex? That happens all the time. Have you heard of the DC Madam? As for gay promiscuity - in general gay men might have fewer hang ups about sex, but it probably has more to do with the fact that they're male than the fact that they're gay.

Which makes me think that gays or people who are questioning their sexuality who marry yielding to social pressure are being terribly unfair to their future spouses and family.
