Why am I not surprised? People bending rules for their advantage, I suspect Congress and President Bush didn't have condos near a football stadium that is no where near the disaster site benefit from this law.

the efforts of Republican Sen. Richard Shelby, who is from Tuscaloosa, graduated from Alabama and sits on the powerful Appropriations Committee. But Shelby aides said Tuscaloosa made the cut because it was classified as a disaster area by the government after Katrina, not because of the senator's influence.

Looks Richard Shelby is bringin' home the pork.

I am in Tuscaloosa at this very moment and this city doesn't need tax breaks for development.
