I'm a San Diegan -- we've been through this before although it has been 40 years since anything so bad. What struck me in the slideshow of the 'military helping'. What the hell do they need rifles for to help people?

The military carries rifles, firemen have hoses, The police pack donuts... err.... guns. Its just part of the job description.

The National Guard is charged with performing whatever duties the Governor and the Adjutant General assign. That could be - depending on the MOS (Military Occupational Speciality) of the soldier - anything from Water Purification to Traffic Control.

I don't find your inquiry ignorant at all by the by . . .

The Military Police mobilized to assist in this disaster will likely synch up with the local law enforcement, provide additional traffic control support, additional patrols (can even be deputized under NGR(AR) 500-1), etc. The grunts, well they'll assist with helping people to shelters, and patrol the streets of the affected areas. The cooks, bakers and candlestick makers will support those folks otherwise engaged.

All are - however - soldiers. And a soldier deployed be it to their back yard or to some big sand box in the Middle East are equipped with a weapon. Sidearm, RIfle, Tank . . .

I find nothing unusual about it.

I spent the last week in Palmdale, CA and we had some good smoke float over the mountains starting about Thursday night with the onshore flow.

While not San Diego, I swore I saw ANC on my ONT-PHX flight! That is fire country...I think he is fighting the flames, despite what he says!

ACU's. Yea they do tend to fall apart fairly quickly and kind of stand out but at night time it is even harder to see than the BDU's and DCU's!
