Ugh. Well at first it was established that the Borg were a collective race, all sharing the same thoughts and goals. No one was an individual. However, in Star Trek First Contact a Borg queen was introduced. In Star Trek Voyager we meet the queen again, however she is different from the one we saw in STFC. So this suggests that the leader is not necessarily a specific person, but a special title. The queen says that she was once a seperate species, and was assimilated by the Borg when she was a small child. Thus suggesting that the queen is like any other drone, until specifically chosen to fill the role. In the last episode of Voyager we meet the queen again, however she is the same drone we saw in STFC.

4. It's a procedure that the Vulcans do that would allow one individual to share his or her thoughts, memories and experiences with another. It isn't restricted to just Vulans but can be performed on other races too, but the initiator I guess can only be Vulan. This is most famously seen in that Season 3 episode of TNG 'Sarek'.

No idea about who was the senior officier, but the fight was between Klingons and Romulans at a Klingon Outpost, and the Enterprise C was responding to a distress call, and sacrificed itself to save the outpost. Their sacrifice is considered an act of honour by the Klingon Empire, which allowed them to strengthen their ties with the Federation and salvage the peace treaty of Khitomer, which was about to be broken due to tensions between the Federation and the Klingons.
