Unless the woman has a MAJOR hormonal dysfunction, the time of her period is when her hormones (LH and FSH) have fallen down (thus the descamation of the endometrium, a.k.a. menstrual flow) and are only beginning to rise again, eliciting the maturation of the follicles and the new cycle.
HOWEVER, some women have long periods, and the end is marked by only "spotting", with very little loss of blood. In these days, if there is ovulation, the woman is fertile.
As a rule of thumb, a woman is fertile between the 9th and the 16th day of a normal 28-day cycle (the first being the first day of menstruation). The graph below might help you understand it.

That is probably what the textbooks have told med students for ages, however:
Researchers showed that 2% of women started their fertile window by day four of their menstrual cycle, and 17% by day seven. Day one of the menstrual cycle is the day that menstruation begins. More than 70% of women were in their fertile window before day 10 or after day 17. Women who regarded their menstrual cycles as "regular" had a 1 to 6 percent probability of being fertile even on the day that their next period was expected to begin. This leaves few "safe" days for natural birth control methods such as the "rhythm method." (my emphasis)

I might need to learn. It's getting a bit frustrating to go for so long. I remember when I was single and it might be a few weeks at a time without any action. Now that I have it at my disposal it's making me twitchy to not get any.

Its called the Dolmio Grin.... (Dolmio being a tomato paste sauce used for pasta etc).
