Yes you read right. I saw that news story somewhere else. Of course, here in the United States or UK that would not have been a crime. As far as I know, an animal that is not conscious of the law cannot form the intent to commit a criminal act. Therefore no crime has been committed. IIRC, the local government was made to pay the damages as the bear was a protected species and there was obviously no way that the bear could be expected to pay the damages.
